Item tags cannot be included in item template

A user creating or editing an item template should be able to select from a list of available item tags for inclusion in an item template. Currently, the "Item Tags" button is grayed out/not selectable. A user should also be able to create a new copy tag in the item template interface.

In 3.9.1 the Item Tags button is no longer grayed out/not selectable when creating an item template via the holdings editor but the item tag isn't included in the template.

Tested on EOLI 3.11.1 server

Confirmed that this is still an issue.

Item Tags button is grayed out in the standalone Holdings Template editor.
When template is created in the holdings editor, the item tag is not saved as part of the template.

Noting that it *is* possible to create a new item tag when attempting to include an item tag in a template.
