Prioritize purchase-request-patron hold on purchased item

We've had a feature request. It seems logical that the patron who introduced the purchase request for an item should get hold priority. That's the basic idea. There are some technical details that come to mind. The hold itself would initially be missing. Once the purchase request is made, should the corresponding hold be automatically placed for the patron somehow? Title level? It would seem that it's possible that the bib could not exist at that point in time.

Let's see if we can develop a technical pathway through discussion here.

We have not yet implemented the purchase request functionality, but this seems like a logical next step.
