Bug Description

We had a need last year to display a message in the catalog in addition to the maintenance message. Our use case was that we needed to disable holds outside of the hold user's home library while the statewide delivery service was restructuring.

I will share our patch, in case there is a broader need for such a message.

I like the idea of this (and we do something similar as needed), but I think it would be *really* useful if it were in an org unit setting so that it could be managed by someone that doesn't have direct file access to the server and so that it could be set at consortium/system/branch levels.

It would also be nice to have a staff-facing alert option on the web client home page that could be updated with an org unit setting.
