Bug Description
This is part I of bug #1774008.
For the 3.2 series, users should be informed that using Hatch for storing settings/data is deprecated. Similarly, the never-used "use Hatch for offline storage" option should be removed since it does not do anything. Patch en route.

Add a deprecation warning to the Hatch configuration page notifying users that Hatch for storage is deprecated. Includes suggestions on how to migrate away from Hatch for storage.
Remove the unused "Use Hatch for Offline Files" option.
