Deprecate Hatch storage for 3.2

This is part I of bug #1774008.

For the 3.2 series, users should be informed that using Hatch for storing settings/data is deprecated. Similarly, the never-used "use Hatch for offline storage" option should be removed since it does not do anything. Patch en route.

Add a deprecation warning to the Hatch configuration page notifying users that Hatch for storage is deprecated. Includes suggestions on how to migrate away from Hatch for storage.

Remove the unused "Use Hatch for Offline Files" option.

John Amundson at CW MARS has tested this and asked me to add his sign off to the original commit along with a small grammar correction.

I have added his an my signoff to the original commit as well as to an additional commit that makes the grammar change.

I thought that we could wait a bit to push this to give some else a chance to review the grammar correction.
