Menu in basket view doesn't include Add to Bucket in staff client

3.2.0
When using the embedded OPAC in the web staff client, you have the ability to add Basket members directly to a staff record bucket via the Basket Actions menu in the upper right hand corner of the OPAC.
However, if you are viewing the Basket contents, the action menu from within the Basket does not include the add to record bucket option.
