Bills Display Without the Dollar Sign Symbol in Group Member Details

Bug Description
In the 3.1.6 Web Client, on the Group Member Details grid, the “Balance Owed” displays as a simple number without the dollar sign. However, in patron accounts, the Bills tab displays the balance owed correctly, using the dollar sign.The dollar sign seems to be missing only in Group Member Details. This issue may be confusing to some, as it can be interpreted as a yes/no Boolean value.
