Cancel Hold from View Holds Fails

Evergreen 3.0.13 and 3.1.6

On the View Holds tab on a bib record, if you select a hold and choose Actions | Cancel Hold, nothing happens.

The expectation is that the usual cancel hold dialog would appear.

The console shows this error:

No handler specified for "Cancel Hold"

For what it's worth, you can view holds on a bib record and cancel them from that screen in the XUL client.

Yes, this is confirmed on 3.1.6

Just checked https://webby.evergreencatalog.com/ and it works on webby.

This works on our production server running 3.0.13.

I do see the bug on 3.2.1 with the same console error.
