Wishlist: Add the option to just view copy alerts

With the new detailed type of copy alerts replacing the legacy type, staff are running into situations where they want to be able to just view, not manage, copy alerts from the Holdings view, CKI, and Item Status. I would probably also toss in Copy Buckets, Check Out, and Items Out as locations where it would be helpful.

Can we get a button that just brings up all of the associated alerts to view? We don't necessarily need every circ staff member to be editing/removing them, just need them to be something they can review if they accidentally close out the initial pop-up.

We are testing on a 3.2.2 system. There is a permission called "VIEW_COPY_ALERT". Currently we have it set to the consortial level. This seems to allow staff members to view copy alerts whenever the Manage action/button is selected.

Due to a related bug, bug #1798669, it will look like the staff member can make changes, but the changes will not save. But this permission should allow them to view the alerts without letting them edit/delete them.

I'm sort of inclined to mark this Won't Fix since the behavior already exists with the VIEW_COPY_ALERT permission, BUT having the copy alerts pop-up appear to be editable when it's really not is confusing.
