Bug Description
The current acq interface (as of 3.1.2) has two menus with completely different purposes, but which are both called "Actions". Or rather, one is called "--Actions--" and one is called "-- Actions --". This makes training and documentation difficult, because users constantly have to clarify which Actions menu is meant.
I've attached a screenshot.
It would be great if these two menus were more distinct, or some other UX intervention that avoids making users have to distinguish between these two menus.

Confirmed that this is still the case in the new Angular interface. I would propose removing the Actions button that's on each individual line item and moving those actions into the main Actions menu and/or the links on the line item. My suggestions, subject to discussion:
Mark Received/Mark Unreceived - Already present in main Actions menu
Update Barcodes - Into main Actions menu
Open Holdings View - Does anyone use this in their workflow? Is it necessary, considering you can click the Catalog link to go to the bib record?
Claims - Move into a link on the line item, like Invoice(s)
View History - Into Actions menu
