Web client: needs Z39.50 batch search option

Bug Description

In the Xul client there is an option to conduct batch searches via the Z39.50 protocol.

This feature is located in : Record buckets>>Bucket actions>>Locate Z39.50 Matches

For feature parity, this option should be added to the Web client on the Record Buckets Actions menu.

Noting that documentation of the XUL version of this feature, which was added in 2.5, can be found here: https://docs.evergreen-ils.org/eg/docs/latest/cataloging/z39.50_search_enhancements.html

The TPAC (and Bootstrap) templates also include a vestigial (and non-functional) "Locate Z39.50 Matches" button from the list of lists in the staff user's account. Whatever else happens, those remnants should go away.

Noting that I've filed bug 2021903 for removing the OPAC "Locate Z39.50 Matches" buttons, which do not work and cannot be made to work nowadays.
