Bug Description
There does not appear to be a way to associate more than one request with a line item in a purchase order. For high interest titles, multiple requests may be received and entered before the item is ordered, but only one request with hold can be passed to the purchase order. We need to be able to associate multiple requests with a purchased line item.

Confirmed that currently (master) you can only associate one request per line item. This would be a good enhancement for this feature.
