Vol/Copy editor: you can't view/edit copy number when in volume-only or item-only mode

Bug Description
In the XUL client, copy number was in the item attributes area. In the Web client, it is in the volume area. However, since it's not actually part of the volume record, it doesn't appear when just editing volumes. This means that neither of these two paths get staff to a screen where they can actually edit copies:
* Open up a bib record in the web client > Holdings View > Right click > Edit > Copies.
* Open up a bib record in the web client > Holdings View > Right click > Edit > Volumes.
It would be better if one of those worked for editing copy numbers. My preference would be the Copies one, since it's a *copy* number.
