Unchecking bills requires an extra click

On current master, in the web staff client.

Steps to recreate:
1) Open a patron record.
2) Go to the bills tab.
3) On the bills grid, note that all bills are selected
4) Click the checkbox in the header row. Note that it doesn't do anything.
5) Click that checkbox one more time. Finally, the bills are unselected!
