UI: marking for overlay clears and does not update

The fix for https://bugs.launchpad.net/evergreen/+bug/621459 negated the fix for https://bugs.launchpad.net/evergreen/+bug/1710401 in cases where the Z39.50 interface remains open in a tab after a record has been overlaid.

Overlaying a marked record resets the marking so that no record is marked for overlay (which is good). However, if the Z39.50 interface remains open in a tab after the overlay and another record is subsequently marked for overlay, the interface does not update. As a result, since no record is marked for overlay in the Z39.50 tab the overlay button is not enabled. This means the fix for https://bugs.launchpad.net/evergreen/+bug/1710401 only works in those rare occasions when one marks an item for overlay, the record is not overlaid, and another record is marked for overlay.

In order to update the Z39.50 interface after a record is overlaid, users must again either close and reopen the tab or redisplay it to reset marking for overlay. This negatively impacts workflow when a user is doing database clean up that requires overlay of multiple records. It is advantageous to leave tabs for functionality open when one is repeatedly using the functionality.
