System adjustment payments are included in total_owed in billable_xact_summary tables

Bug Description
Instead of voiding billings due to marking item lost, returning lost items, claimed returned overdue items, etc., newer Evergreen versions add system adjustment payments to offset the billings. These payments are not excluded from the total_owed amount in the billable_summary tables, which gives an inflated total billed amount.
On the other hand, voided billings are not counted in the total_owed. System adjustment payments should be treated the same, as they serve the same purpose.
