Restrict retrieval of patrons without opt-in via item circ history

Bug Description
In the web client, item circ history displays the name and barcode of patrons who have previously checked out the item, with a link for retrieving the patron account. Clicking on the link presents an opt-in prompt if required. However, the patron will rarely be present when staff are looking at item circ history, so presenting a prompt that asks for patron consent encourages staff to click through the prompt without actually getting consent (at which point the patron is permanently opted-in).
I propose that patrons who are not opted-in should not be retrievable via item circ history. The easiest approach would be to replace the patron link with a plain-text string like "[Example Branch 1 patron]"; that way no personal info is displayed and the patron cannot be retrieved, but staff can follow up with the patron's home library if necessary.
