Webstaff: Inconsistent owning library when creating copies/volumes

Quoting E. Hardy on bug #1773417:

"Highlight a library/vol, click Add Copies (top bar, not Actions), the default circ library is the selected library. But if clicking Actions -> Add -> Copies, the default circ library is the workstation library.

However, this only occurs if there is no existing volume and I try to just add copies. If I click on a vol with copies and choose action menu -- add -- copies, the correct library is the owning library.

If I click on a library with no vols and then actions menu -- add -- volumes and copies, the correct library is the owning library."

If memory serves me,the best fix here will likely involve some code consolidation to eliminate some close-but-not-quite-the-same functions.
