Add More Workstation Functions to OpenILS::Utils::TestUtils

Bug Description

While writing tests for a new feature, I noticed that 3 of our Perl live tests are using a function called find_workstation and a 4th has a find_or_register_workstation function. The first function is basically copied and pasted among the first 3 scripts. These seem like good candidates to be moved into OpenILS::Utils::TestUtils to avoid code duplication and possible errors.

I will submit a branch that does this momentarily.
