Web Client: Double clicking on Submit on Place Holds screen results in duplicate holds

Bug Description
NOTE: This may be a duplicate of bug #1029601 but I'm filing it as a new one since 1029601 focuses on the TPAC, and this bug focuses on behavior in the web staff client.

Unable to duplicate in Mozilla Firefox.
On the Place Hold screen, if Submit is clicked multiple times, you'll be taken to the "Override failed holds" page with the message that the "User already has an open hold on the selected item". If submit is clicked here, a second hold is placed on the item for the patron.
Each time Submit is clicked on this page, another hold is placed on the item. For example, clicking Submit 12 times can lead to 12 extra holds.
Note that at the time of writing, bug #1778606 requires clicking "Submit" twice when placing a hold using certain workflows. That bug may be contributing to more accidental duplicate holds.
