Web Client - Pre-cat Entry Doesn't Follow Library Setting "Circ: Default precat circ modifier"

When checking out a pre-cat the Circulation Modifier field is always blank by default and you have to select your modifier from the list.

If you have a value entered in the library setting "Circ: Default precat circ modifier" that modifier should be filled in for circulation modifier by default when checking out pre-cats (as it was in the xul client).

This setting was a Sitka customization created in 2011 for the xul client. The feature never went to Evergreen master and hasn't been developed for the web client.
