Web Client - Trim List Checkbox is Not Sticky

Bug Description

Evergreen 3.1

In the web client the Trim List (20 Rows) checkbox on the Check In screen is no longer sticky. In the xul client the checkbox remembered whether it was checked or unchecked.

The "Trim List (20 Rows)" checkbox should remain checked until staff manually uncheck it (and vice versa). For consistency the "Strict Barcode" checkbox should behave this way as well.

Still a problem in 3.2

In addition, the strict barcode checkbox on the Checkout screen should be sticky as well.

Noting that this is still an issue in 3.9. The Trim List checkbox in Checkin is still not sticky. The strict barcode box, however IS sticky.
