I was unable to replicate this. I used the same Concerto account and first tried copies belonging to BR1. I thought it might be a permissions issue and also followed the same steps for some BR3 copies without any trouble.

My testing was done on a system with master as of 6/14/18 and the lp1478712-acq-rollover-by-org branch.

Chrome 67.0 and Firefox 60.0.1
