Web Client: Patron Bills Screen Columns Sometimes Blank

Bug Description

Tested in Evergreen Web Client 3.0.8

When one of the following fields is added from the column picker to the Bills screen, (.../eg/staff/circ/patron/[usrid]/bills), the field will initially appear. Next time the Bills screen is accessed, the field will be blank. I have tested this issue with the following fields, but the issue may not be just limited to these:
Circulation Modifier
Circulation Library
Check In Date/Time
Check In Scan Date/Time
Checkout Date/Time
Circ ID
Desk Renewal
Fine Interval
Fine Stop Date/Time
Fine Stop Reason
Grace Period
Max Fine Amount (Shows $0.00)
Opac Renewal
Phone Renewal
Record Creation Date/Time
Recurring Fine Amount (Shows $0.00)
Remaining Renewals
Active Date/Time
Can Circulate
Copy Status Changed Time

I stopped testing after that. It seems like the majority of the fields on the Bills Screen fall into this category.

If another field is then added or removed, the fields will repopulate. Until you exit the page and come back to it. Then the problem fields will be blank again.

This is very reminiscent of the problem reported in bug 1760997, (Fix Released), regarding the Holds Pull List.

We're seeing this issue on 3.1 as well.
