The acq search should have a dropdown menu for LI - State

Bug Description

Since there is a controlled vocabulary for line item states, and since mistyping or misremembering the LI State term results in empty search results, it would be helpful to have a dropdown here.

Adding a note that we included this request in the requirements for the project to move acq to Angular.

This is addressed in the Angular rewrite of the search interface (bug 1850547), which uses auto-completing dropdowns to allow the user to select the status they want to search for or filter the grid results on.
