Remove data storage options from Hatch

Remove all options in the browser client UI for Hatch data storage and only present options for managing printing.

This bug depends on bug #1750894. We may want to wait one release cycle after bug #1750894 is released so data can be fully migrated before removing the Hatch options.

Opened bug #1801998 for the 3.2 deprecation phase. Will follow up here for 3.3 cycle of removing the option entirely.

The fix for this bug should only affect the AngularJS Hatch admin interface. Hatch proper (the Java libs) will continue to use file storage for workstation management (bug 1825896) and print-to-file support (bug 1824391).
