Consolidated Manual documentation for 3.1 appears to be for 3.0

The 3.1 Consolidated Manual listed last in the Evergreen Documentation>Evergreen 3.1 Manuals only seems to have the release notes, acknowledgements, new features, etc. for 3.0 versions. There is a section II.13 with 3.0 new features, rather than 3.1 new features, for example.

Since we are not currently on 3.0 or 3.1, I can't speak to particular features that should be in 3.1 and not in 3.0 to see whether specific sections are updated with 3.1 features or not.

This should only affect the release notes portion of the docs, which is a separate chunk from the rest of the docs. I'll try to work on this next week, but anyone is welcome to beat me to it.

It just means changing this line:

include::RELEASE_NOTES_3_0.adoc[]

to this:

include::RELEASE_NOTES_3_1.adoc[]

in the docs/root.adoc in the rel_3_1 branch.
