User information missing from billing receipts

Recently in IRC I saw mention of the fact that the user information (name, etc) is missing from the bills_current and bills_historical receipts. I've applied this locally and forgot to submit it upstream, so here they come in time for bug squashing week.

I have tested this patch, and it does indeed add patron data to the Bills, Historical and Bills, Current templates.

Before signing off, I was wondering if the available patron fields should be added to the comment section of the template similar to the patron data listed on bills, payment so staff know they are available.

Note that bug 1745232, signedoff, adds other fields to the Bills, Historical template comment section.
