Evergreen Web Client version 3.0
I have only observed the following behavior with newly created circulation policies, not existing policies.
When creating a circulation policy that includes a copy location, the system acts as though it is saving the value. In fact, it's even searchable within circ policies (filter on copy location, enter the name of the copy location specific policy, and EG will return the expected results). However, if you open the circ policy, one of three events occurs 1. nothing, copy location value is there (so it's intermittent) 2. copy location is briefly blank, but wait a second or two and then value appears in the policy 3. open the policy and copy location is gone. With #3, if you don't catch the fact that the copy location is now blank and then save, EG will then display a blank copy location in the circ policy search results.
Along with this behavior is the fact that EG is not utilizing the copy location specific circulation policy as expected.

Noting that this was observed in both Firefox and Chrome in the embedded Dojo interface; it may be simpler to Angularize this interface rather than debug the Dojo.
