Some string in the web staff client are untranslated due to missing string in translation file

Bug Description

Some terms in the Web client interface are not shown translated. The reason is the missing string in the appropriate translation file.
This applies especially to the local administration interface, see https://<hostname>//eg/staff/admin/local/asset/org_unit_settings.

As the server administration interface is shown translated properly and all translated terms are included to the /openils/var/data/locale/staff/cs_CZ.po file, I tried to add the strings for local administration interface to /openils/var/data/locale/staff/cs_CZ.po. After the string has been manually added and the Apache restarted, the proper translation appears in the local admin interface.

The problem confirmed in 3.2. beta sandbox (the Local Administration interface remained in the same state).

The problem in the Locale Administration splash page has been solved, the page now appaers translated in the
Evergreen 3.6.
