Web client - alert message field is missing when editing an item

Chrome and Firefox on Mac and PC
XUL client has the ability to edit a field for each item called "Alert Message". When trying to find that field to edit in the web client it is not visible when trying any of the edit actions.
When you search the item by Item Status and click the Detail View the field is visible at the bottom.
We need to be able to edit this field going forward with the web client.

The alert field was added to the web client in 3.0 and in 2.12.7.
In 3.1, the alert field is replaced by the newer alerts that are part of the copy alerts matrix project.
