User Permission Editor says "Successfully updated" when failing to update

Bug Description

When trying to edit permissions in the User Permission Editor, it's understandable (after the fact) that if you don't have a permission with "Grantable" you aren't able to grant it to another user, and that you can't update your own permissions...

but after changing some permissions, and clicking "Save", the interface shows a "Success" message even though nothing happened. And given the number of permissions and options, it's not always evident immediately that nothing happened.

Can the message be more detailed as to what permissions (if any) were updated, and which (if any) updates failed?

This is still true in 3.9. The message "User Successfully Modified" appears after editing a staff permission even though the user was NOT modified.

This still occurs in 3.10 as well. It will also give the false success message if you try to grant a permission at a depth that you do not have the permissions to grant. For example, using a profile group that can assign a permission at system level, after I assigned the permission at the consortium level and clicked Save, I received the "User Successfully Modified" message, but the permission was only assigned at the system level. So it's still acting as it should, but more detailed messages would be helpful. (Wondering if it may be a viable wishlist bug to gray out any depths that aren't able to be applied.)
