Docs: Combine duplicate "MARC Federated Search" sections

Bug Description
There are two almost identical docs sections, both titled "MARC Federated Search". One is under "Acquisitions Administration", the other is under "Selection Lists and Purchase Orders":

The only real difference is that each section links to its own section explaining how to interact with line items, and those linked sections are quite different. Whenever possible, we want to avoid duplicate content because it makes maintenance/updates harder and more confusing. Some ideas to resolve this case:
A. Stop linking to the "Line Items" sections, and simply allow the reader to discover them as they continue reading (since those sections closely follow the MARC sections).
B. Combine the two "Line Items" sections, so that both MARC sections can link to the same place.
Either of these would make the MARC sections identical, so we could extract them into a new "include" file.
