Web Client 3.0.5

Currently if an entry in config.non_cataloged_type is referenced in an row in action.non_cat_in_house_use then it cannot be deleted. This is a wish list bug to allow for a logical delete from the config.non_cataloged_type so that entries no longer desired can be hidden from selection list.
