Bug Description
EG 3.03
Staff accounts that do not have the ADMIN_COPY_TAG permission can not create copy tag on the admin interface, but they can create copy tag on the fly on Copy Editor. They should not be allowed.

Confirmed that users without the ADMIN_COPY_TAG permission can create tags on the fly.
