Docs: Borrow patron "Account Status by Colour Code" from Sitka

Sitka has great docs. Their chapter on "Account Status by Colour Code" for patrons is one example of that. Let's borrow it for the official docs.

This is indeed great documentation, but we don't have similar patron color codes in the web client. The only color I remember seeing is red, which, I believe, appears for several different reasons.

Set to Won't Fix, because the web client doesn't use a border around the patron name to designate their status, and Sitka no longer offers documentation for this.

Plenty of other Sitka docs we could borrow, though!
