Web Client -<Remove Floating> option is missing

In the web client there is no option to <Remove Floating> once a floating group has been assigned in the copy editor.

In the XUL client the Floating group drop down contained a choice for <Remove Floating>. This option is missing in the web client.

Working branch user/jeffdavis/lp1749996-remove-floating has a fix for this.

To test:

[1] Add a floating group to a copy.
[2] Attempt to remove the floating group in the copy editor. The dropdown does not allow you to do so.
[3] Apply the fix.
[4] Repeat step 2. Now there is a <NONE> option which, when selected, removes the floating group from the copy.

I have confirmed both the bug and the fix. Pushed to master, rel_3_1, and rel_3_0!
