Limit to available filter in staff client does not filter out empty bibs

Bug Description

Evergreen 3.0

When logged into the staff client, if you use the limit to available filter, empty bibs (aka gray bibs) continue to be retrieved. Expected behavior is that empty bibs are filtered out when the availability limiter is selected.

I am sharing a screenshot of the web client search with limit to available checked -- I did hit 'search' again to overcome bug 1745190.

Due to frequent migrations, our consortium has a variable (but sometimes large) number of empty bibs, so this is pretty frustrating for staff trying to do discovery.

Tested this in master. This issue is resolved now that the fix for bug 1746800 has been committed.
