Web Client: Serials - Manage Predictions - Refresh Page to Display Patterns

Bug Description

Tested on Evergreen 3.0.3 - Web Client.

Quite frequently, when the Manage Predictions tab is opened, the list of patterns will appear blank and the drop-down to select a shared template will also be blank.

If the page is refreshed using the browser's reload function, the patterns and drop-down will populate.

All though the blank page does not happen every time, I find it happens very frequently if you're on the Manage Issues tab and then go to the Manage Predictions tab.

This may lead to staff thinking they need to create a prediction when one or more already exist.

I have attached a screenshot showing the page before and after a refresh.

I believe this issue was introduced in EG 3.0.2

I can replicate this issue on one of our testing servers running EG 3.0.2

on EG 3.0.2 Consistently when switching between manage issues and manage predictions the list of existing prediction patterns is not displayed until the page is refreshed.

We have another testing server running EG 3.0.1 and this issue does not exist - when switching between manage issues and manage predictions the list of existing prediction patterns appears automatically

This also happens when a new subscription is created.

Manage Subscriptions -> Create New Subscription -> Save -> Click Manage Predictions -> template dropdown is empty existing prediction patterns is blank -> Refresh page -> template dropdown is populated

I think this may be fixed on version 3.7. On occasion, the dropdown takes a second to load, but I have not encountered it not loading the dropdown options (with a need to reload).
