Web Client: add vol issue if HQ added after branch

Bug Description
If branch other than HQ added first in volume editor, subsequently adding a HQ volume appears to add it as a copy on the branch volume rather than as s separate volume for HQ (see attached screen shot)
If I proceed without noticing, the first "copy" is added to the branch library with owning lib= branch and circulation library = HQ. Second "copy" is added as volume for HQ owning and circ library.
There is no way that I see to correct if I notice before I save the copies. I have to close the vol/editor.
Regardless of when HQ volume added in vol editor, it should display as separate vol and not as copy under first branch library added.

To clarify, PINES system libraries have headquarter libraries and subordinate branches. Since cataloging occurs at HQ libraries, most PINES catalogers use workstations assigned to the HQ library. While I refer to HQ above, it is better to say workstation library.
I have also made changes to the attachment to clarify it.
