Web client: floating in copy editor not scoped correctly?

Bug Description
In the copy editor, floating choices are given for all libraries even though only on system has floating set up between only two of their branches. The drop down menu has the options floating and White County available for all libraries. This does not occur in the copy template editor.
This did not occur in previous version of the XUL client but is in 3.0.2.
Expected behavior is that options for floating should only appear as a choice for those libraries set up for a floating relationship.
