deleting a serials template fails with no feedback

When deleting a serials copy template that is linked to a distribution it fails but provides no feedback to the user about why it failed.

I have found that deleting serials copy template always fails

Create a new copy template -> select it -> Actions -> delete template -> Confirmation message "Deleted serial template" appears in the bottom right corner -> the screen flashes but the template is not deleted.

Confirmed in version 3.7. If the serial template is associated with an issuance prediction, the user cannot delete the template and the delete silently fails.

I cannot recreate a scenario where the template delete always fails.

This also brings up the question as to whether the "are you sure" dialogue should be introduced on the serials template.

Confirming that this is still an issue in 3-9-1. Like Erica, I was able to delete a serial item template that was NOT associated with a serial distribution.
