Web client: Billing tab shows phantom Total Billed and Total Paid amounts

The xul client used to perform extra logic when displaying the summary totals. We are seeing transactions with xact_finish=null but balance=0 showing up in "Total Billed" and "Total Paid".

Maybe the real bug is how the transactions are staying non-finished. In the example I am looking at, I see a void/reinstate issue on the billing:

I have seen this when transactions associated with a patron that should be closed have no xact_finish set.

I'm marking this Won't Fix as the real bug is indeed that some transactions are not closed properly. Extra logic to hide this would mask the issue and would cause problems down the road with reporting and deleting patron records.

Several bugs where transactions fail to close have been fixed in the past. If there are remaining issues with inappropriately open transactions, those should be addressed in separate bugs.
