Address search should not be limited to start of string

Currently when searching for patrons by address the matching goes to the start of the string but it should match from anywhere in the string.

For example when searching for the address '1945 Pine Street' the strings '1945' or '1945 Pin' work but not 'Pine Street'.

Still an issue on Release 3.6.1. Making this Contains would be convenient for some situations and would be unlikely to find extraneous results when searching a more complete address: Pine St would find everyone who lives on Pine St, but 1945 Pine St would still find that specific address.
