capture_time receipt macro doesn't work

Bug Description
v2.9
Steps taken:
Found %capture_time% is listed as a macro for holds.
Modified the hold_slip to add %capture_time% to line item.
The preview looks OK, i.e. a date shows.
What happened:
When the hold slip runs it prints '%capture_time%' (minus the quotes)
What I expected to happen:
The capture_time value to print.
Additional notes:
If you add %capture_time% to the other sections, the preview just shows as '%capture_time%' (minus the quotes)

Since this is a bug for the xul client, which is now deprecated, and, given that it appears in 2.9, does not appear to be something recently broken, I'm going to set this bug to Won't Fix.
