Web Client: Working Location order is problematic

Bug Description

In 3.0.0:

In the User Permission Editor, the list of working locations is alphabetical by the branch name rather than being organized hierarchically. This is probably not an issue for small implementations, but with hundreds of locations, it becomes very difficult to find the correct one. (See attachment for a portion of ours.)

A better approach would be to sort by the shortname with the full name in parentheses following it.

I would second this, when I add new staff accounts for one system, I need to give access to every branch in that system since we have staff that move around from branch to branch. Because of the current design this is error prone since i need to pick out the 23 locations to check that are mixed in with the branches from another system.

We also have a large system with lots of org units and sometimes have to assign working locations when logged in as a global user.

Alphabetically by shortcode works better for us than alphabetically by name but our preference would be for a list in the hierarchical order of the org tree (Server Administration -> Organizational Units) so that branches of a system are always grouped together. (Ideally system level org units would continue to be excluded from the list as they are now.)

We use the standardized Canadian library symbols for our shortcodes to ensure unique codes. The library symbols are created based on geography (province/territory and city) so branches of the same library in different cities can have significantly different codes and so aren't listed together when sorted alphabetically by shortcode.

In the new angularized circ module (which has not yet been committed) Working Locations are now listed by short code with the long name in parentheses.

The new circ module also has Working Location and User Permissions on separate tabs. With this move maybe we want to split the library long name and short code into separate columns and add a filter to the tab so libraries can sort and filter by long name or short code.
