web client: refreshing catalog page should remember tab

Bug Description

This was mentioned in bug 1684202, but I think this aspect of the problem deserves its own bug. When refreshing the record page in the web client, the browser forgets which tab you were on and send you back to your default tab. This can be frustrating for somebody who refreshes the page for holdings view, for example, expecting to return to that tab.

I believe there are other places in the web client where we've added a parameter to the URL specifying the tab so that a refresh loads the correct tab. I think we should do the same for the record.

This is fixed in 3.7.

Refreshing the catalogue in 3.7 re-loads the catalogue and returns you to your current tab rather than your default tab.
