Consistent style for public copy notes and copy tags

Bug Description
Although copy notes and copy tags are different on the back end, ordinary users will see them as similar notes that convey information about a copy. Therefore, the public copy notes and copy tags should display with the same style in the public catalog.
In the attached screenshot, the first copy contains a copy tag, which is bold black text surrounded by a dashed border. The second copy contains a copy note, which is green text surrounded by no border.
These two should look the same.
My personal preference is to go with the style currently used by public copy notes. It doesn't stand out as much as the style for the copy tag, but I think it fits in better with the overall look of the page.

One of the use cases for copy tags is to display "digital bookplates", i.e., donor acknowledgments. If one is going to acknowledge a donor in the public catalog, one might want to emphasize it, so I disagree that copy tags should necessarily be styled the same as copy notes.
That's not to say that I'm necessarily attached to the current styling for copy_tag and copy_tag_value CSS classes, but I do feel more strongly that the CSS class names for copy notes and copy tags should not be squashed together.
