Bug Description
Problem: If a .pot is uploaded, all languages are shown as 0 strings translated. An example is Abiword, which I uploaded. After that, several people have started translating, although there are translations for Abiword in their language in the CVS of the project. Rosetta is not synchronized with that.
Solution: A warning message that instructs people to visit the project homepage before translating to see whether a tranlation in their lanugage exists or not.

Our new policy is that we don't let anyone to upload new .pot files anymore, they need to request it to Rosetta admins and we do it with all .po files so this should not be a problem anymore.
