asset.copy_template's circ_modifier field not linked to config.circ_modifier

Bug Description

Because there is no key relationship you can easily delete circ modifiers in config.circ_modifier that are referenced in the templates and the templates then become un-editable.

This behavior is different in the web client than it was in XUL. Now the template will save but with the invalid circ modifier.

No pull request. The upgrade will fail if there are any saved templates with circ_modifiers that don't have matching codes in config.circ_modifier.
