Using Back button at patron self registration can lead to pending patron duplication

After patron has submitted self registration form and from some reason press the Back button in browser, he/she gets back to the self registration form with pre-filled values. At this point it is possible to submit the form again, which leads to pending patron record duplication or even it is possible to edit the form fields (add or alter some values), which leads to duplicated pending patron record with different details.

I suppose the self registration form page should get expired after the form has been submitted

We encountered this in Evergreen 2.12.4 and I can confirm the same issue in Evergreen 3.0. Beta sandbox
